Idaho writes its ratio as a point budget in Idaho Code 39-1109(4), amended in 2025. A licensed daycare facility may carry at most twelve points per staff member: each child under twenty-four months counts two points, each child from twenty-four to under thirty-six months 1.33, each child from thirty-six months to under five years 0.923, and each child from five to under thirteen 0.48. Each child in attendance is counted. Six infants fill one staff member exactly; nine two-year-olds come to 11.97; and thirteen preschoolers or twenty-five school-age children would reach twelve points, above the twelve-child ceiling of a group daycare facility, so capacity binds first for older groups. At least one adult employee must be present whenever a child is in attendance.

Under twenty-four months is the heaviest band at two points. The budget applies to licensed facilities, so a family daycare home of six feels it only if it elects the license.

When the points of the children in attendance pass twelve, for example three infants plus five two-year-olds, which comes to 12.65.
No separate cap. The two-point weight for a child under twenty-four months is the infant rule, and 39-1109(4)(c) lets a facility run stricter ratios.
