Oregon runs two home instruments with different arithmetic. A registered family child care home holds ten children, counting the provider’s own under ten, with no more than six preschool-age or younger and only two of those under twenty-four months, plus four school-age children. A certified family child care home holds up to sixteen, and Table A of OAR 414-360-0400 sets caregivers by the number under two: one caregiver may have ten children with none under two, eight with one, seven with two, six with three, or four with four, and two caregivers reach sixteen. A certified home may instead take ten children ages six weeks to school age under 414-360-0400(6) when no more than six are preschool-age or younger and only two are under twenty-four months.

Under twenty-four months is the binding band in both instruments. School age is defined by kindergarten eligibility on the first day of the school year, not by an age in months.
